What is it? Wierd Insect.

This is the second time I have seen this insect (nymph?) in the Bang Phra non-hunting area of Chonburi. The first time I could not get a photograph but was lucky enough to get a shot this last weekend. I have no idea what it is, I am stumped, but it is a fascinating little creature with a body just 5mm long.  The body shape says a lot (but what?), the wings are confusing - jutting straight out at 90 degrees to the body as they do and the eye and mouthparts maybe a giveaway in narrowing it down to a family, whatever it is. I am not sure if it is an adult of a species or a nymph (i.e one of the steps before maturing) 

 

Do you know what is? Any help appreciated!
